I recommend visiting Pula just at the start of summer or at the end. That's when there are fewer tourists and the sea is also calm.

If you have a flashlight, then the best time to enter the cave is when there are not many kayaks coming in. Some kayak tours spend time to photograph each person, making it really annoying.
